New Mexico has a bitter gambling history. When the Indian Gaming Regulatory Act was passed by Congress in 1989, it looked like New Mexico would be one of the states to get on the Indian casino bandwagon. Politics assured that would not be the situation.
The New Mexico governor Bruce King appointed a working group in 1990 to draft a compact with New Mexico Indian tribes. When the working group came to an accord with 2 important local bands a year later, the Governor refused to sign the agreement. He would hold up a deal until 1994.
When a new governor took over in 1995, it seemed that Amerindian gambling in New Mexico was a certainty. But when the new Governor passed the compact with the American Indian tribes, anti-gambling groups were able to tie the accord up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the compact, thus denying the state of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
It took the Compact Negotiation Act, signed by the New Mexico house, to get the process moving on a full compact amongst the State of New Mexico and its Indian tribes. Ten years had been burned for gambling in New Mexico, which includes Native casino Bingo.
The not for profit Bingo business has gotten bigger since Nineteen Ninety-Nine. That year, New Mexico not for profit game operators acquired only $3,048. This number grew to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Nonprofit Bingo earnings have increased constantly since then. Two Thousand and Five saw the greatest year, with $1,233,289 grossed by the owners.
Bingo is apparently favored in New Mexico. All kinds of owners try for a bit of the action. Hopefully, the politicos are through batting over gambling as a hot button factor like they did back in the 1990’s. That is without doubt wishful thinking.
