New Mexico Bingo

New Mexico has a bitter gaming background. When the IGRA was signed by Congress in 1989, it looked like New Mexico might be one of the states to cash in on the Amerindian casino bandwagon. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King appointed a working group in 1990 to negotiate a contract with New Mexico Indian tribes. When the task force came to an agreement with 2 prominent local bands a year later, Governor King refused to sign the agreement. He held up a deal until 1994.

When a new governor took office in 1995, it seemed that American Indian gaming in New Mexico was a certainty. But when Governor Gary Johnson signed the contract with the American Indian tribes, anti-wagering groups were able to tie the contract up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing a deal, thereby costing the government of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the process moving on a full accord between the State of New Mexico and its Indian tribes. 10 years had been lost for gaming in New Mexico, including American Indian casino Bingo.

The not for profit Bingo industry has grown from 1999. That year, New Mexico charity game owners brought in only $3,048. This number grew to $725,150 in 2000, and exceeded a million dollars in 2001. Non-profit Bingo earnings have grown constantly since then. Two Thousand and Five saw the greatest year, with $1,233,289 grossed by the owners.

Bingo is certainly popular in New Mexico. All types of owners look for a piece of the action. Hopefully, the politicos are through batting over gambling as an important factor like they did back in the 1990’s. That is most likely wishful thinking.
